The Truth Commission has proposed creating a shared registry of victims of the Duterte administration’s drug war killings to shift the focus from disputed death tolls to identifying the people who died.

The commission is seeking the help of victims’ families, community groups, journalists, lawyers and researchers in building the registry, which would cover killings linked to the anti-drug campaign from 2016 to 2022.

The proposed registry would contain basic information to identify each victim and link to records maintained by groups that documented the killings, while allowing those groups to retain control of their own files.

The commission said the registry could help establish the truth, hold perpetrators accountable, provide compensation to families and prevent similar abuses from happening again.#
