Quezon town councilor arrested on charges of kidnap, rape of 17-year old househelp
Arkie Manuel Yulde, an incumbent councilor of Lopez municipality in Quezon province, has been arrested on nonbailable charges of kidnapping and raping his family’s 17-year old household helper in distant Pangasinan.
Yulde was apprehended by operatives of the Criminal Investigation and Detection Group (CIDG) and local police at his house in Barangay Burgos at 7:30 p.m. on September 20, based on warrants issued by Rosales, Pangasinan, Regional Trial Court (RTC) Branch 53 Judge Roselyn Andrada-Borja.
He will be detained at the Bureau of Jail Management and Penology (BJMP) in Balungao, Pangasinan, while he faces trial for criminal charges of kidnapping and serious illegal detention with rape, and violation of the Anti-Child Abuse Law.
The victim said in her affidavit that while waiting for a trip to go home to Abra province on April 17, 2021, Yulde told her to get in his car.
Instead of bringing the victim to the terminal, she said Yulde took her to a hotel in Rosales, Pangasinan, and repeatedly raped her from April 17 to April 21.
The now-18-year old girl was assisted by Citizens Movement Against Corruption, Crime, Illegal Drugs and Gambling, Inc., in filing a complaint before the Pangasinan provincial prosecutor’s office on May 14.
