The Department of Justice’s Parole and Probation Administration (PPA) managed 291,000 investigation cases and recommendations in 2025 with 99.03 percent sustained by the courts.
This as PPA Administrator Atty. Bienvenido O. Benitez Jr. cited the agency’s accomplishments as the PPA marked its 50th Golden Founding Anniversary as it stressed its role in rehabilitation and the reintegration of reformed offenders into society.
The PPA, an attached agency of the DOJ, also supervised 194,239 probationers, parolees, conditional pardonees and first-time minor drug offenders last year, recording a 98.96 percent compliance rate among its clients.
Benitez said the figures reflected the professionalism, competence and dedication of PPA personnel in implementing the agency’s mandate of community-based corrections and restorative justice.
Benitez also cited the PPA’s contribution to government savings through community-based rehabilitation programs.
The agency generated an estimated P4.86 billion in government savings in 2025 while helping ease congestion in correctional facilities, he said.
Among the initiatives highlighted was the DOJ-PPA Livelihood Education and Access Program (LEAP), which seeks to empower PPA clients through skills development, livelihood opportunities and programs aimed at promoting long-term self-reliance.
As the agency celebrated its golden anniversary, Benitez said the milestone was an opportunity to recognize the contributions of generations of probation and parole officers who helped shape the PPA into a trusted institution in the country’s correctional system.
“For five decades, your unwavering dedication and commitment have driven the agency’s institutional mandate of rehabilitating and reintegrating reformed offenders back into society,” Benitez said.
He said the PPA’s work demonstrates that justice is not limited to punishment but also involves providing opportunities for reform, accountability and meaningful transformation.
“Their dedication affirms that rehabilitation and reintegration are essential to a humane and effective justice system,” Benitez said.
The PPA’s 50th anniversary carries the theme “PPA @ 50: Honoring the Past, Celebrating the Present, and Shaping the Future Towards Redeeming Lives and Restoring Relationships.”#
