Para di magulo: Ex-CJ Panganiban wants to remove substitution of candidates
Former Chief Justice Artemio Panganiban believes the elections would be a lot more simple and predictable if the option for substitution is removed by the Commission on Elections.
In his Oct. 10 column, Panganiban said the option for political parties to switch up candidates for any post should be removed outrightly except for one extreme circumstance.
His view is more extreme than the proposal of election lawyer and ex-politiko Romulo Macalintal.
“Election lawyer Romulo Macalintal proposed that a candidate who files a certificate of candidacy (COC) for the sole purpose of reserving the position for a substitute should be declared a nuisance bet for mocking the electoral process, and the COC denied due course. Since the COC is null and void, the candidate cannot be substituted,” Panganiban wrote.
“I think the better solution is to abolish substitution for any reason except the death of the candidate.”
Parties have until Nov. 15 to change any of their nominees for any posts, more than a month after the Oct. 8 deadline of filing of candidacies.
