Pangilinan opposes bill to lower MACR

Senator Kiko Pangilinan opposes the House bill that aims to lower the minimum age of criminal responsibility to 9 years old.

On Twitter, Pangilinan, who’s also the main proponent of Republic Act 9344 or the Juvenile Justice and Welfare Act, said parents should take responsibility of the children’s future instead of subjecting them to punitive measures like imprisonment.

“Ang siyam na taong gulang ay nasa Grade 3, o dapat nasa Grade 3, nag-aaral, natututo ng tama at mali, ini-encourage ang tamang ginawa winawasto ang maling ginawa,” said Pangilinan.

“Marami sa mga siyam na gulang ang wala sa eskwela, nasa kalye, palaboy, gutom, ulila, nagsasariling diskarte. Madalas sila yung ginagamit at sinasamantala ng mga sindikato na mga pulis din o opisyal ng barangay para mang-snatch o magnakaw,” he added.

The abogado said that appropriate punishment should be meted out for a violation but it should also be ensured that it’s appropriate to the child’s age.

“Habulin ang mga malalaking kriminal na nasa likod ng mga batang sindikato at ayusin ang buhay ng mga bata,” he said.
