Palace orders alternative learning set-up in NCR, 15 provinces due to ‘habagat’ rains, poor air quality

Malacañang ordered the implementation of alternative learning modes and learning continuity measures in all public and private schools in Metro Manila and 15 provinces on Friday, September 4, amid anticipated continued heavy rainfall.

In the National Capital Region, the measure also comes amid poor air quality caused by haze from forest and peatland fires in Indonesia.

The directive was contained in Memorandum Circular 134, signed by Executive Secretary Ralph Recto upon the recommendation of the National Disaster Risk Reduction and Management Council.

National Capital Region
Ilocos Norte
Ilocos Sur
La Union
Pangasinan
Abra
Benguet
Zambales
Bataan
Bulacan
Tarlac
Pampanga
Cavite
Laguna
Batangas, and
Occidental Mindoro

It cited the anticipated continued heavy rainfall associated with the enhanced southwest monsoon and the poor air quality currently being experienced in Metro Manila due to haze from severe forest and peatland fires Kalimantan and Sumatra, Indonesia.

Local chief executives may also order the cancellation or suspension of classes in their respective areas, pursuant to existing laws, rules and regulations.
