Nagmamagaling lang! Drilon blasts Garbin for declaring House panel Con-Ass
Senator Franklin Drilon flexed his legal prowess against Ako Bicol Party-List Rep. Alfredo Garbin, Jr. amid reinvigorated talks to revive charter change.
Garbin shocked many when he announced that the meeting of the House Committee on Constitutional Amendments is now serving as the start of a Constitutional Assembly –– something which many solons disagreed with.
Drilon, a seasoned abogado, was among those who condemned the sneaky move.
“I think Rep. Garbin is laying the basis to claim that the House alone, without the Senate, can propose amendments to the Constitution. That would be unconstitutional,” Drilon said Thursday.
“They are trying to set the stage that will make it easier to amend the Constitution. We will oppose that. We are a bicameral Congress and we must act separately,” he added.
Drilon, a former Justice secretary, that this shortcut cannot be taken for a measure that amends the 1987 Constitution.
“The body chaired by Cong. Garbin is a mere committee and is clearly not a constituent assembly. To subscribe to a different interpretation is to contravene the Constitution,” he said in a statement.
