Marcos OKs BSKE postponement to Nov. 2028, 5-year terms for long-term projects, accountability of local officials

President Ferdinand Marcos Jr. has signed a law deferring the barangay and Sangguniang Kabataan elections to November 2028.

According to Republic Act 12326, the barangay and youth polls will be held on the second Monday of November 2028 and every five years after.

The law also extended the terms of barangay and SK officials to five years. Barangay officials can serve for a maximum of two consecutive terms while SK officials can only serve for one term.

RA 12326 also mandated the Department of the Interior and Local Government to institutionalize training and capacity-building programs for barangay and SK officials.

“Sa paglagda natin sa Republic Act No. 12326, na nagtatakda ng limang taong termino para sa mga opisyal ng barangay at Sangguniang Kabataan, malinaw ang ating inaasahan sa ating mga kasalukuyang opisyal. Gamitin ang panahong ito upang mas pagbutihin ang serbisyo, tapusin ang mga nasimulang programa at mas tutukan ang pangangailangan ng bawat komunidad, pamilya at kabataan,” Marcos said in a Facebook post on Friday.

He added: “Hindi ito dagdag na panahon sa puwesto. Dagdag itong panahon ng pananagutan sa taumbayan,” Marcos said.

In a press briefing, Presidential Communications Office Undersecretary and Palace press officer Claire Castro said the longer term was to allow local officials to implement long-term projects.

“Ito ay para sila magtrabaho. Kaya para sa mga barangay officials, ang kailangan po namin ay trabaho mula sa inyo,” Castro said.
