Cagayan de Oro Rufus Rodriguez has filed a House resolution urging the
Supreme Court to hold the Bar examinations. simultaneously in Manila,
Cebu City and Cagayan de Oro.

“Many Bar takers from outside Mnila have additional difficulties in
going to Manila and staying there for four weeks and it would even be
more disadvantageous for the examinees from the provinces not only
financially but also emotional and psychologically,” said Rodriguez in
Resolution 215.

Rodriguez, a graduate of the U.P. College of Law, said that in 2013,
the SC agreed to study a request (made as early as 2010) by various
law schools in Visayas and Mindanao to decentralize the Bar and break
Manila’s monopoly. “But there has been update on the matter and until
today, the Bar exams are still held in Metro Manila,” said Rodriguez.

The SC has resisted the holding of Bar exams in the provinces due to
budgetary constraints and difficulty in ensuring the integrity of the
test questions to prevent leakages during transport.
