Dismissed police officer Rodulfo Mondigo Gracioso Jr. has detailed in his sworn affidavit a series of alleged deliveries of cash, luxury gifts, vehicles and other items to Vice President Sara Duterte allegedly made on the instructions of former House Speaker Lord Allan Velasco and his wife, Rowena Amara Velasco.

In the 14 September 2026 affidavit submitted to authorities, Gracioso said he served as part of Velasco’s close-in security team beginning in 2017 and became his head of security in 2018.

He claimed that, in that capacity, he was tasked with receiving and delivering money and gifts to various personalities, including then-Davao City Mayor Sara Duterte.

Gracioso said his first encounter with Duterte was in 2018, when he picked her up at a private hangar in Pasay and brought her to the Diamond Hotel.

While they were in the vehicle, he claimed he told Duterte that Rowena Velasco had sent her a gift consisting of a paper bag and a small suitcase.

According to Gracioso, the paper bag contained Royce chocolates while the suitcase contained P20 million in cash.

He claimed the delivery was followed by more than 10 similar instances between 2018 and 2020 whenever Duterte arrived in Manila aboard a private plane.

Gracioso alleged that the cash delivered to Duterte during these trips ranged from P10 million to P20 million, which he described as her “budget” for her activities.

He said the money was either handed directly to Duterte or, when her aide Jeffrey “Jepoy” Tupaz was with her, turned over to Tupaz.

He also claimed that aside from chocolates and cash, Rowena Velasco gave Duterte and her companions Hermès bags.

Gracioso further alleged that in 2019, shortly before the midterm elections, he was instructed to deliver a Grandia van and an Escalade to Davao by land.

He said the vehicles carried money and gifts and were brought to Duterte’s residence.

According to his affidavit, he handed Duterte a gift from Rowena Velasco while a large suitcase containing P50 million in cash was turned over to Tupaz.

Gracioso also described an alleged delivery during the 2019 campaign in Marinduque, where Duterte had gone to endorse Velasco and his father, Presbitero Velasco Jr.

He said two large suitcases containing P50 million each, or a total of P100 million, were brought from Manila to Marinduque and handed to Tupaz before Duterte boarded a plane.

After the Morion Festival, Gracioso claimed he and Velasco returned to Manila to pick up another two suitcases containing around P100 million, which he said were intended as additional campaign expenses of the Hugpong ng Pagbabago.

He alleged that the money was later delivered to Duterte’s residence in Davao and turned over to one of her security personnel.

Gracioso also claimed that on another occasion before the May 2019 elections, two brand-new Toyota Grandia vans were obtained from Raymond Ronquillo of R33 Car Exchange and driven to Davao.

According to his affidavit, one of the vans was bulletproof and was loaded with cash packed in boxes and suitcases, while the other was filled with gifts, including watches, Royce chocolates and branded bags.

He said he personally handed Duterte a gift while the keys to the vehicles were turned over to Tupaz.

In another alleged delivery, Gracioso said he personally gave Duterte a Royce chocolate and a Patek Philippe watch.

He also claimed that more than P20 million in cash was later turned over to Ramil Madriaga, allegedly for the purchase of motorcycles to be used for an HNP election caravan.

Gracioso said he later joined Duterte during the campaign caravan in Mindanao.

Gracioso claimed that cash deliveries became more frequent after Velasco became House Speaker in October 2020.

He alleged that money and other items were regularly brought to Duterte, including during the COVID-19 pandemic.

Among the deliveries he described was an alleged shipment to Cebu in 2020 involving three suitcases.

He also claimed that in 2021, two Grandia vans were loaded with cash and delivered to Davao, with the total amount allegedly reaching at least P500 million.

A week later, he said, he was instructed to return to Davao carrying another suitcase containing P20 million, allegedly for rider training and motorcycles for Duterte’s security personnel.

Gracioso further alleged that Duterte frequently visited a house acquired by Velasco in Valle Verde 2.

He claimed that during one visit, Velasco ordered him to bring two large suitcases containing at least P100 million from another residence where money allegedly collected from Miro Quimbo and lawyer Honey Sipin was kept.

According to Gracioso, Duterte instructed Tupaz to place the suitcases in a vehicle.

He also alleged another delivery at Quezon City Circle, where two suitcases allegedly containing P40 million each were transferred to a vehicle belonging to Duterte’s security team.

Gracioso claimed that on another occasion in 2021, he and Velasco’s driver transported two Toyota Grandia vans loaded with cash worth more than P200 million to the Diamond Hotel in Manila, where Duterte was staying.
He said Tupaz and another Duterte staff member took possession of the vans.

He also alleged that in December 2021, more than P200 million in cash was loaded onto a private aircraft belonging to Rep. Mikee Romero for delivery to Duterte in Davao.

According to Gracioso, Velasco himself accompanied the trip.

The dismissed police officer further claimed that there were numerous other deliveries of cash and boxes to Duterte in Davao, Pasay, Quezon City and other locations.

Beyond the alleged deliveries to Duterte, Gracioso claimed that large amounts of money were also brought to Velasco’s residences in Valle Verde 2 from various personalities.

He alleged that some of the money came from individuals connected with government projects and agencies, including the Department of Public Works and Highways, Bureau of Internal Revenue and Bureau of Customs.

Gracioso also alleged that Velasco maintained at least six houses in Valle Verde and other areas that were used as “cash houses” or storage places for money.

He claimed that he personally handled some of the money allegedly stored in these properties.

The former police officer also alleged that Velasco told him that a 25% “all-in” percentage was required as a “SOP” for certain government projects.

He further claimed that, based on conversations he allegedly overheard, Velasco received percentages from projects nationwide, including portions supposedly intended for the Duterte family.

These claims have yet to be established by independent evidence.

Gracioso acknowledged in his affidavit that he had been part of what he described as a system of corruption and that he benefited from it as a security personnel.

He said he decided to come forward after he claimed that Velasco failed to help him when a family member was in danger.

“Alam ko na naging parte ako ng isang sistema ng korupsyon kung saan nakinabang din ako bilang isang tauhan kapalit ng tapat na pagsisilbi,” Gracioso said in his affidavit.

He added that he had more information concerning other “private and powerful individuals” and could identify them and provide additional evidence if required.

Gracioso said he was prepared to submit another sworn statement containing additional information.

The allegations contained in his affidavit remain subject to investigation and verification by authorities.#
