Duterte determined to go after ACCRALaw for onerous 1997 water deal: Kayo nagturo sa mga abogado ng gobyerno!

President Rodrigo Duterte is determined to go after Angara Abello Concepcion Regala & Cruz Law Offices (ACCRALAW) for drafting what he described as a plunder-worthy water deal granted to Manila Water and Maynilad Water Services in 1997.

Duterte is adamant that only ACCRALAW could have drafted such an onerous deal because government lawyers could not have dared to make something so blatantly against the interest of the government.

“Lahat violation ng contract. But I have to include the government lawyers who did that. Now, kung sino ‘yung nagturo sa mga abugado sa gobyerno… Kasi ngayon ‘yung maliliit na lang nagsabi na ‘nag-retire naman kami’, ganun, ganun,” said Duterte in a speech.

“But sino nagplano niyan? Ang nagplano niyan mga abogado. Ang nagplano niyan malaking opisina na law firm. They are the only ones who could do that. Government lawyers would never attempt even to…,” he added.

Duterte was alluding to ACCRALAW led by abogado Eusebio V. Tan who was the legal adviser of the Metropolitan Waterworks and Sewerage System (MWSS) when then President Fidel V. Ramos approved the privatization of its Metro Manila water franchise.

Even Senator Franklin Drilon, a senior counsel of ACCRALAW, has has distanced himself from the deal after initially warning Duterte of thje consequences of revoking the 25-year agreements midstream.

But Duterte is determined to make not only the owners but also the abogados behind the deal pay for the 1997 contract. “Ang gusto ko lang malaman, bakit ginawa ito ng mga p***** i**? That is why until now, I do not want to face them. Baka masampal ko talaga sila. Hindi ako matapang pero pilitin ko na lang sarili ko magtapang-tapangan sa ginawa mo. Binaboy mo ang bayan ko eh. That is the sad part,” said Duterte.
