CPA members ask CA to void terrorist designation

Four officers and members of the Cordillera Peoples Alliance (CPA) have asked the Court of Appeals (CA) to nullify the Anti-Terrorism Council’s (ATC) 2023 resolution designating them as terrorist individuals.

In their 84-page joint memorandum, Windel Bolinget, Sarah Abellon-Alikes, Jennifer Awingan-Taggaoa and Stephen Tauli also asked the CA to lift the Anti-Money Laundering Council order freezing CPA’s bank accounts.

They also challenged the constitutionality of Section 25(3) of the Anti-Terrorism Act by arguing that it violates their right to due process because the designation was made without prior notice and hearing.

The appellants, who were accused of links to and providing assistance to the CPP-NPA, also questioned the evidence used against them, saying the ATC relied mainly on the testimony of a military asset who allegedly failed to provide concrete proof of their supposed links to the communist group.

The appeal followed the Baguio City Regional Trial Court Branch 78’s ruling upholding the ATC’s denial of their plea for delisting.#
