COA calls out Mamasapano bids body for failing to prepare procurement report

Although the Commission on Audit (COA) has praised the municipality of Mamasapano, Maguindanao, for its effective use of public funds, it has called out its bids and awards committee (BAC) for failing to prepare its procurement report (PMR).

In its 2017 annual audit report, the COA said the failure to prepare the PMR was contrary to Section 12.2 of the 2016 revised implementing rules and regulations (IRR) of the Government Procurement Reform Act.

“Thus, no data on the procurement activities starting from holding of the pre-procurement conference to the issuance of the notice of award and the approval of contract for each program/ project is readily available for monitoring purposes,” the report read.

The municipal government agreed with the COA recommendation, and Mayor Tahirodin Benzar Ampatuan instructed the BAC to prepare the report.
