BIR files P2.228-B tax evasion case vs Hongsheng before DOJ

The Bureau of Internal Revenue (BIR) has filed a P2.228-billion tax evasion case against Hongsheng Gaming Technology Inc., a Philippine Offshore Gaming Operator (POGO) linked to former Bamban, Tarlac Mayor Alice Guo, over alleged tax violations from 2021 to 2023.

Filed with the Department of Justice on Aug. 6, 2026, the case stemmed from the BIR’s findings that Hongsheng allegedly underdeclared income, failed to properly declare its value-added tax liabilities, and did not withhold and remit required taxes for its foreign employees.

The BIR said the alleged tax deficiencies totaled P2,227,759,311.21.

Hongsheng operated inside the Baofu compound in Bamban, Tarlac, which was raided by authorities over alleged scam and other illegal activities.

The facility was later renamed Zun Yuan Technology.

The case was filed under the BIR’s Run After Tax Evaders (RATE) Program as the agency intensifies its crackdown on tax evasion and offshore gaming-related operations.#
