Ang tagal! Florin Hilbay counters proposed ML extension in Mindanao
Former Solicitor General Florin Hilbay has a lot to say about the proposal to extend Martial Law in Mindanao. The abogado said that a “promise” not to extend the martial law nationwide is not an assurance.
Sir, the Constitution requires INVASION or REBELLION as prerequisite for imposing martial law. The SC emphasizes it must be ACTUAL invasion or rebellion.

Hilbay said that according to the Supreme Court, an actual invasion must be in place for ML to be announced. The abogado also added that the Constitution specifically stated rebellion and invasion as the only prerequisites.
The abogado asked Armed Forces of the Philippines Chief General Carlito Galvez to not normalize martial law. He wrote, “The “promise” not to expand it nationwide doesn’t make it right or less unreasonable.”
