8 charged for illegal quarrying activities in Capas, Tarlac
Formal criminal charges have been filed against eight (8) persons who were recently arrested for alleged illegal quarrying of lahar sand in Capas, Tarlac.
NBI Officer-In-Charge Eric B. Distor identified the suspects as Erwin Feliciano, Renoel Paulino, Eugene Madolid, Rolly Verdeflor, Alex Gato, Rodel de Jesus, Rico Duron, and Gilbert Cubelo.
After their arrests, the suspects were brought for inquest before the Office of the Provincial Prosecutor-Tarlac City for violation of Section 103 (Theft of Minerals) of R.A. 7942, otherwise known as the “Philippine Mining Act of 1995”.
Just recently, joint operatives of the NBI-Environmental Crime Division (NBI-EnCD) and DENR-Mines and Geosciences Bureau, Region 3 (MGB3) raided the quarry location in Brgy. Sta. Lucia, Capas.
Information received by the NBI-EnCD revealed the alleged illegal quarrying activities in Brgy. Sta. Lucia, Capas.
During surveillance operations, heavy-equipment machines were seen extracting lahar sand from a river and directly loading the same in the queuing trucks.
The surveillance team observed that there are no indicated location map, flagship, boundaries, area clearance, Environmental Compliance Certificate, and mining permit showing the metes and bounds of the quarry site displayed therein.
Also, NBI verification revealed that no quarry permits were issued for the whole province of Tarlac by the Provincial Mining Regulatory Board.
Also, a list of mining and quarry permittees from the Regional Director of Mines and Geosciences Bureau, Region 3 (DENR MGB III) showed that extracting company “A SAND QUARRY” had no existing mining and quarry permit.#
